Arcadia Lake

1. Why does it cost to enter Arcadia Lake?: All monies collected are applied to the operation and maintenance of the lake facilities. It is our commitment, to continue to provide a quality recreational area.

2. Do you have to wear a life jacket?: Any person younger than 13 must wear a life jacket when they are in the water, including while they are on the boat. View all of the Lake Rules.

3. Does Arcadia Lake rent life jackets?: Although we don’t rent life jackets, we do sell them for our customers' convenience. Child, youth, and adult sizes are available.

4. Are trotlines allowed?: Trotlines, jug lines, throw lines, limb lines, and yo-yo's are not allowed.

5. How big is the lake?: Arcadia Lake has a surface of 1820 acres and is bordered by 26 miles of shoreline.

6. What type of fish are in the lake?: Catfish, Blue Gill, Bass, Crappie, and Striped Hybrids. Other species have thrived as well.

7. How many campsites are there?: There are 145 total campsites, including ten full hookups, 72 regular electric, and 63 primitive. Each campsite includes a picnic table, utility table, charcoal grill, fire ring, and access to community water and restrooms. Visit the Camping page for more information on campsites.

8. What campsites are available?

Three types of campsites are available:

Full-hookup campsites have electricity, water, and sewage hookups.
Primitive campsites have no electricity.
Regular campsites have electricity and plus community water.

9. How many tents are allowed on a campsite?: Two tents or an RV and a tent are allowed per campsite. Two electrical units per site is not allowed.

10. What time does the lake open?: All parks at Arcadia Lake, with the exception of Edmond Park and Scissortail Campground, are open 365 days a year, 24 hours a day. Edmond Park and Scissortail Campground are closed for the winter. Please note that fees, information, and hours of operation are subject to change without prior notice. Beach areas close at sunset.

11. Does the lake rent boats or wave runners?: Paddle boats can be rented at the Central State Park Beach from Memorial Day through Labor Day.

12. Can I reserve one of the Large group pavilions?: Yes. Contact (405) 216-7470 to reserve one of the six large group pavilions located at Arcadia Lake. Visit the Pavilions page to view more information about pavilions and pavilion rental.

13. How do I reserve a campsite?: All of the campsites at Arcadia Lake are "first come, first serve." We do not take reservations; however, we recommend you contact (405) 216-7474 for current occupancy and site availability.

14. What programs or events does the lake offer?: Arcadia Lake has many daily recreation programs and annual special events. Contact (405) 216-7470 or visit the Arcadia Lake Calendar for more information.

4. When is a building permit required?: Anytime you are adding to or removing the structural framework of a building due to remodeling, a fire restoration or similar situations, it will require you to purchase a building permit. If you are building or purchasing a detached structure to be located on your property for a garage, barn or storage purposes and it exceeds 200 square feet., you are required to purchase a building permit.

5. Do I need a foundation for a detached structure I am building or if I am adding on to an existing structure?: Yes, a foundation is required for any structural building to be located on your property including additions to existing structures. It is required to be designed by a design professional such as an Oklahoma State Licensed Professional Engineer and must still meet minimum code standards. The exception to this is on existing structures. Foundations on most additions to residential structures can be installed per a foundation design hand-out we can furnish to you and must still meet minimum code criteria.

6. Do you require a permit for replacing or repairing existing roof coverings on residential structures?: No, a permit is not required. Our department does not inspect new roof coverings or re-roofing of residential structures. If a homeowner has a question concerning code requirements for roof coverings, we will furnish the owner with the current State adopted code language on repairing or re-roofing for insurance purposes only. Any dispute between the roof installer and the homeowner will be a civil issue for them to resolve.

7. If I am re-roofing or installing a new roof can I use wood shingles?: Yes, as long as they are fire retardant.

8. If I add on to my house, do I have to install smoke detectors?: Only if you add a bedroom on to the house, all smoke detectors must be brought up to code. They would need to be located in each sleeping room, the immediate vicinity outside of sleeping rooms and on each story of the dwelling. (This does not include crawl spaces and attics)

9. Is a Builder required to be licensed in Oklahoma and registered to work in Edmond?: No. Currently a Builder is not required to be licensed in the State of Oklahoma, so there is no license to register in Edmond.

1. How do I get a copy of a Police and/or Accident Report?: You need to request the report from the Edmond Police Department at (405) 359-4420 if the incident happened within the city limits of Edmond. There is a charge of $0.25 per page.

2. Can the City Attorney answer a personal legal question for me?: No. The City Attorney's office cannot provide private legal advice or assistance. The City Attorney represents the Mayor and City Council and City Staff regarding city matters. The City Attorney's office also serves as the Prosecutor in Municipal and Juvenile Court.

3. Where do I pay my ticket?: Tickets are paid at the Municipal Court Building at 101 E. First Street (northeast corner of First and Littler). 1. What do I need to get a business license?: Only a few types of business require a permit in the City of Edmond. Establishments that require permits are those that sell fresh or prepared food (such as restaurants and convenience stores), sell liquor or wine, and door-to-door solicitation. There are different requirements based on the type of business. For specific information, call (405) 359-4555.

Even if a city license is not required, there may be county or state licenses required so be sure to check with the Oklahoma Secretary of State’s Office and Oklahoma County.

2. Where do I get a permit to hold a garage sale?: If you are an Edmond Utility customer and live within the corporate city limits, no permit is required for a garage sale in Edmond, however, you should charge state and local sales tax on all sales. Contact the Oklahoma Tax Commission for the appropriate form to remit the tax.

2. What is Edmond's sales tax rate?

Beginning April 1, 2012
Beginning April 1, 2012, the sales tax rate in Edmond is 8.25%. Of that 4.5% goes to the State of Oklahoma. The City of Edmond receives 3.75%, which is used for the general fund, public safety, parks, capital improvements, and the new public safety center. The following is how the 3.75% is used to serve our citizens:

They also provide legal assistance with housing discrimination complaints. No matter how big or small the complaint, call them at (405) 232-3247.

3. Whom do I call if I live in Edmond and I need a wheelchair ramp and grab bars installed in my home?: The City of Edmond Community Development Block Grant (CDBG) Housing Rehabilitation Program assists several low- to moderate-income homeowners every year with making their home safe and accessible. Please call 359-4789 for an application and to see if you are eligible.

4. How tall can my neighbor's grass grow before they have to mow?: Grass or weeds cannot be above 12' in height because they can provide a hiding place for snakes, rats, spiders or other vermin. It also allows ticks, mosquitoes and other insects a place to multiply.

5. Why can't you make my neighbor weed eat his yard?: The City of Edmond does not have an ordinance that addresses this issue. In order for the Edmond Code Enforcement office to become involved the yard has to be more than 15% overgrown.

6. What if the City of Edmond Detention Areas needs to be mowed?: Please contact the City of Edmond Engineering Department at (405) 359-4762.

7. Are tree branches considered trash?: Tree branches are not considered debris while they are still attached to the tree, however once a tree branch falls on the ground it does become trash and it needs to be removed.

8. Why did I get a Code Enforcement letter about the furniture I place in my yard?: The only pieces of furniture that can be placed in the yard or outside on the porch are those items that are specifically made for outdoor use. Indoor furniture will not hold up to the wear and tear of our Oklahoma weather.

9. Does a flat tire make my vehicle inoperable?: A vehicle with a flat tire is considered inoperable since it cannot legally be driven on the streets.

10. What can I do about a vehicle parked in my neighbor's driveway without being moved?: The City of Edmond has no ordinance for vehicles that are legally parked in the driveway. The only reason that Code Enforcement would get involved would be if the vehicle is visible disabled.

11. Can my neighbor allow someone to live in the travel trailer in their driveway?: The City of Edmond does have an ordinance addressing this issue. Please call (405) 359-4793 to report this to the Code Enforcement office.

12. Can you park a trailer in the street?: Any trailer that is parked in the street without a tow vehicle attached is considered a dangerous object in the street right of way. Please call (405) 359-4793 to report this the Code Enforcement office.

13. Do I need a permit to build a shed?: Please call the City of Edmond Building Department at (405) 359-4780 to find out if you need a building permit for this project.

14. Can I raise chickens in Edmond's city limits?: The City of Edmond does not allow chickens within the city limits. The only exceptions would be for those areas that are zoned agricultural.

15. How many Temporary Sign Permits can I get?: Each business within the City of Edmond city limits can purchase up to eight (8) permits per calendar year. Each Temporary Sign Permit last eight (8) days.

16. How much does it cost to purchase a Temporary Sign Permit?: Each temporary permit costs $20.

17. How many signs can a business display per temporary sign permit?: You can place up to five (5) ground signs per permit or two banners.

18. Can I have a flashing sign in my store window?: Flashing, moving or scrolling signs are prohibited within Edmond City limits.

19. Can I hang pennants on my property?: Pennants are not permitted within the Edmond City limits.

20. What can I do if my neighbor will not fix his part of a shared fence?: According to the City of Edmond municipal code fences cannot be in a state of disrepair. Both neighbors could be ticketed for not keeping their fence in good repair. Since we do not know who is responsible for which part of the shared property, both neighbors could be ticketed for not keeping their fence in good repair. Any conflict concerning who is responsible for upkeep of the shared fence must be handled in Civil Court.

21. Can my neighbor operate a business from their residence?: In essence a service based business can operate from a residential address. Home based businesses cannot offer wholesale or retail products for sale, cannot have employees coming or going, and they cannot display merchandise for sale. The home based business should not change the characteristic, peace or tranquility of the neighborhood.

22. What if we have an abandoned house in our neighborhood?: If the abandoned house is not secured (i.e. broken window or doors) or has tall grass or weeks, please call the Code Enforcement office to report the address at (405) 359-4793.

23. What if I have a complaint about my landlord not fixing my rental property?: Rules and regulations concerning landlords and rental property fall under the Landlord Tenant Act and are not under our jurisdiction. Please call the Apartment Association of Central Oklahoma at (405) 720-6646 or the Metropolitan Fair Housing Council at (405) 232-3247 for assistance with these issues.

24. What if I cannot find someone to haul off my trash?: If you are unable to get assistance with disposing of your debris, you can schedule a bulk pickup with the City of Edmond Utility Customer Service Department. There is a fee for the bulk pick up that will be charged to your next utility bill. Please call the City of Edmond Utility Customer Service Department at (405) 359-4541 with this request.

25. What about Home Owner's Association Covenants?: The City of Edmond Municipal Codes and Ordinances are not subject to any Home Owner's Associations' Covenants and we do not enforce any Home Owner's Associations' Covenants or bylaws.

Downtown Community Center

1. How long in advance do I need to reserve a room?: As soon as you decide on a date, you should call and check availability. The larger rooms often book up months in advance. However, if a room is available, the Downtown Community Center will rent on short notice, but checks cannot be accepted for payment within 2 weeks of your rental date.

2. What is required to reserve a room?: You must sign a rental agreement and pay the security deposit to reserve a room. Rental fees are not due until two weeks before your event. However, you may pay any amount on your rental at any time.

3. May I bring my own food or use the caterer of my choice?: Yes. The Downtown Community Center does not require or recommend any particular caterer, so you must make your own food arrangements.

4. Does the Downtown Community Center allow alcoholic beverages?: No.

5. Does the Downtown Community Center provide table linens or decorations?: No, these are the responsibility of the renter.

6. How late can my event go?: You will need to end your event in time to clean up and collect all decorations and be ready to leave by the end of the contracted rental time. 10:00 p.m. is the latest time you can contract to rent.

7. Can I pay extra and rent later than 10:00 p.m.?: No.

8. Does the Downtown Community Center provide an ice maker?: No. Also, there is no freezer available at the Community Center, so you will need to bring your own cooler or ice chest for ice.

1. How does Edmond Electric get its power supply?: Edmond Electric is a member of the Oklahoma Municipal Power Authority (OMPA). OMPA is a state governmental agency that provides low-cost, wholesale electricity to cities and towns that own their own electric systems. OMPA's power supply comes from a variety of resources such as wind, hydroelectric, natural gas, and coal.

2. How does Edmond Electric's rates compare to other utilities?: Residential rates are up to 7% less than other metro area electric utilities. Edmond Electric customers pay competitive rates and enjoy outstanding reliability. The utility received the Reliable Public Power Provider (RP3) recognition from the American Public Power Association.

When is an electrical permit NOT required?: It is not required for minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles per the current International Residential Code section R105.2 Work exempt from permit

2. Can I, as a homeowner, install my own wiring and/or electrical equipment?: No, per our local code amendment the homeowner is not allowed to install any permanent wiring or electrical equipment. Only a State licensed Electrical contractor registered in Edmond or their licensed representative is allowed to do this. The only exception to this is the replacement of receptacles,the box supporting the fixture, light switches or similar light fixtures where it does not include replacement or addition of wiring.

3. Is my contractor required to bring all of the wiring and electrical equipment on a residential system brought up to current code when I remodel my residence?: No, only the area where the remodeling is taking place. Such as, where adding new walls or ceilings, moving walls or ceilings and similar situations. Then the wiring and electrical equipment in these areas needs to meet the current code language. However, if you are converting your residence to a commercial property, it is required to be brought up to commercial standards.

4. Does all of the wiring and electrical equipment need to be replaced on a residential fire restoration to meet the current code?: No, only the areas affected by the fire need to be replaced unless there is existing wiring that would be considered unsafe by the Building Inspector.

5. Who is responsible for the installation of vent duct on a bathroom exhaust fan?: Typically the electrical contractor or their representative installs the housing and wiring for the bathroom exhaust fan. The vent duct installation actually falls under the mechanical code and is required by the state adopted code to be installed by a mechanical contractor.

1. Does the City of Edmond have public severe weather shelters?: No. For many reasons, but primarily focusing on the safety of our citizens, the city does not open any public buildings as public pre-event severe weather shelters.

2. Does the City of Edmond operate a tornado siren system?: Yes, the city has a very robust and expansive Outdoor Warning Device system. It is intended to warn those outdoors, who may not have other means of warning. The system is activated when there is a credible threat approaching the city, and we expect our citizens to take shelter immediately. Then, they can obtain more details about the approaching weather. The system is tested the first Saturday of every month at noon.

3. What should I do to prepare for emergencies?: Have a plan on how to deal with the various emergencies that occur in Oklahoma. Also, have an emergency supply kit that will provide for your needs for three days, practice your emergency plan, and stay informed regarding hazards and risks.

2. Where does Edmond's sales tax go?: Funding for city services, parks, and capital projects comes from 3.25% of taxes received by Edmond. General Fund operations receive 2%, which include public safety, parks and recreation, street maintenance, social services, community development programs, and general government. A permanent tax of 0.125% is for operations and improvement costs of the city's parks and recreation system. Three-quarters cent (¾ cent or 0.75%) is a permanent tax for capital improvements. The remaining 0.375% is also a permanent tax, and it funds operational costs of the Police and Fire departments.

3. What does the city do with my property tax?: The City of Edmond does not normally levy any property tax. The property tax you pay goes to the the Edmond Public School system, Francis Tuttle Vo Tech School, and Oklahoma County.

Unlike most states, Oklahoma law does not permit cities to levy property taxes for operations. In most states, the property tax would equal or exceed sales tax as the primary source of revenue. Sales tax revenue is the only significant tax the City of Edmond receives. Sales tax revenue is 65% of our total General Fund income.

Oklahoma law does provide that cities may levy property taxes to pay for general obligation bond debt or to satisfy legal judgments against cities. The City of Edmond began a three-year levy beginning in 2005 to satisfy a legal judgment.

4. What is the city's bond rating?: As of December 2010 the “underlying bond rating” for the City of Edmond is AA-, which is an upgrade from A+ in January 2010.

Fire Department

1. What other responsibilities do firefighters have other than fighting fires?: Firefighting actually represents a relatively small portion of the work of a typical fire department in today’s world. The number of residential and commercial fires has steadily decreased over the years due to a variety of factors, including improvements in construction, a greater public awareness of the risk factors leading to fires, and a significant reduction in smoking nationwide. Fires, however, are only some of the emergencies to which the Edmond Fire Department responds. Seventy percent of the Fire Department’s emergency responses are, in fact, calls for medical aid, including illness / accidents at home and work, injuries resulting from vehicle accidents, and other medical trauma in Edmond.

Other calls for emergency response involve hazardous materials releases, response to fire alarms, and other calls for public assistance. Firefighters also spend quite a bit of time maintaining equipment, performing target hazard inspections for businesses, training for all types of emergency responses, and filling out the reports and paperwork associated with these activities.

2. Why did you chop that big hole in my roof? The fire was in the kitchen, not the attic!: During a fully involved structure fire, temperatures inside a structure are often 1,500 degrees Fahrenheit. By cutting a hole in the roof and ventilating the building, the heat is allowed to escape through the roof and thereby making it safer for firefighters to enter the building and apply water directly on the fire. This extinguishing strategy is key to stopping a structure fire quickly, and actually helps minimize damage to other rooms.

3. Why does the fire engine respond when a request is made for an ambulance for a person with a medical condition?: All Fire Department personnel are medically trained and will often arrive before an ambulance. Because the ambulance is not stationed at the Edmond fire stations, it usually takes longer for the ambulance to arrive on a medical scene. The firefighters will arrive and begin treatment immediately, often resulting in a better outcome for the patient. In a more complicated medical emergency, the Fire Department personnel will be needed to assist the two paramedics on the ambulance. Our Fire Department is committed to providing the highest level of care possible, and this means getting the emergency responders on scene as quickly as possible.

4. Are there smoke alarms needed in my home?: Yes. Some alarms are recommended on every level and in every sleeping area.

5. How often do I need to change the battery in my smoke alarm?: We recommend that residents change the batteries in smoke alarms at least once a year.

6. Why does an emergency vehicle respond with lights and siren and then turn them off?: On occasion, when responding to emergencies the first arriving apparatus or dispatch center may relay information that may cause us to "down grade" to a non-emergent mode or even cancel the call and return to service.

7. Why are there fire trucks or ambulances parked at the grocery store?: We function like a family and eat meals together every day. The city does not provide meals while on duty. Each shift has a "kitty" that we pay every morning. We use the money in the "kitty" to go shopping for our daily meal. While at the store we are sill on duty and you may notice us leave our food and respond to an emergency.

8. Are fireworks legal in the City of Edmond?: While it is legal to possess and transport fireworks, it is illegal to discharge fireworks inside the City of Edmond.

1. When or why do I have to elevate an appliance?: You must elevate the ignition source of the appliance a minimum of 18" above the floor surface when it is located in a hazardous location such as a residential garage floor area

2. Why is the replacement for my heating and air units costing me, the homeowner, so much?: We do not regulate the industry when it comes to pricing of the installation. This is an agreement reached by contract between the homeowner and the installer. If a homeowner feels that the price is too high, they can always shop around to find a price they are comfortable with prior to signing a contract. For their safety and protection the homeowner should always check to make sure the installer has a current license with both the State of Oklahoma and the City of Edmond. We also recommend checking with The Better Business Bureau for installer history.

3. When is my contractor required to pull a permit?: A permit is not required for normal servicing of an appliance. It is required for replacing an appliance and it's associated equipment except for small, miscellaneous parts. The homeowner should also verify that the installer has pulled a permit prior to commencing any work that requires a permit. The only EXCEPTION to this is EMERGENCY REPAIRS. When repairs are performed in an emergency situation, the permit must be pulled the next business day.

4. Are condensate pumps allowed on mechanical equipment?: Only on replacement equipment installations when there is no existing drain in the vicinity of the appliance closet.

Edmond utility customers who purchased a season pass the previous year may purchase a current season pass beginning March 31. Edmond utility customers wanting to purchase passes for the first time may do so beginning April 1. Edmond utility customers must provide a current Edmond utility bill. Sales to persons who are not Edmond utility customers begin May 2.

Season pass sales will be at the MAC in Mitch Park and the Pelican Bay office located in the Edmond Convention and Visitor's Bureau building. All season passes are individually sold, cannot be purchased online, and are valid from Opening Day through Labor Day of the year purchased.

3. What about water safety? Are there lifeguards?: We are concerned about the safety and security of all guests. Certified lifeguard staff will be on duty during normal operating hours. Safety rules are posted throughout the water park. Nevertheless, we urge parents to teach their children water safety prior to visiting the water park.

1. What is risk management?: Risk management is the prevention and elimination of any potential losses. If a loss does occur, the cost will be minimized by a variety of means such as risk transfer, insurance, loss prevention programs, etc.

3. What are the risk manager's responsibilities?: The risk manager works closely with the city attorney in regard to the investigation, documentation, and negotiation of all claims against the city and its related entities. The risk manager also directs the Safety Program, Insurance Program, and the identification and evaluation of risk exposures.

4. What are tort claims?: Tort claims are filed to recover damages for vehicle accidents or incidents involving damage to property or personal injury caused by the City of Edmond. A Notice of Tort Claim form must be filed with the Risk Manager's Office to report a claim and initiate the investigation process.

6. What is the procedure for a tort claim?

The procedure is as follows:

The city receives a completed Tort Claim Form from a claimant with all required documentation attached. Directions for completing the Notice of Tort Claim are outlined on the back of the form.
The claim is evaluated by the Risk Management Department to determine if it should be submitted to the insurance company for investigation of liability, or if repairs can be made-in house.
When a claim is submitted to the insurance company, it is investigated and a recommendation is made to the city to either approve or deny the claim.

1. I recently received a sex offender notification. What should I tell my young child?: Explain the concept of tricky people and boundaries to your child. For specific tips on how to handle the situation with your child, see the Tricky People and Boundaries page.

2. What are behavioral / physical indicators of sexual abuse?

Possible indicators include:

A fear of certain places, people, or activities, especially being alone with certain people (children should never be forced or coerced into giving affection)
Difficulty walking or sitting
Disturbed sleep / frequent nightmares
Drastic change in school performance
Loss of appetite or trouble eating or swallowing
Pain, itching, bleeding, fluid, or rawness in the private areas
Reverting back to outgrown behavior, such as bedwetting or thumbsucking
Sexual behavior or knowledge beyond their years
Sexually acting out on younger children
Sudden mood swings, withdrawal, rage, fear, or anger
Using new words for private body parts

Not all of these indicators will mean that your child has been victimized. Some behaviors listed can be part of normal development or stress. The greater the number of indicators present and the more sudden the onset, the more reason you have to be concerned. Physical evidence in genital or rectal areas must be taken seriously and treated immediately.

3. Is most childhood sexual abuse committed by strangers?: No. Strangers are not the most common perpetrators of sexual abuse. Most children are sexually abused by someone known or related to them, often in a position of trust or authority. Studies indicate that no more than 10-30% of sex offenders were strangers, meaning that up to 90% of children sexually abused had some type of relationship with their abuser.

Children are abused most often by someone that they know, such as a relative, the best liked coach, the pillar of the community, pediatrician, teacher, scout leader, or religious leader. Tricky people look just like you and me, but they try to manipulate our children into certain actions or situations.

4. What can I do to help prevent my child from being sexually abused or abducted?: Establish and explain healthy boundaries with your child and explain that people have certain roles. For example, their music teacher teaches them music, and their sports coach teaches sports. It is important to be aware and understand the limits or boundaries of those relationships.

Educate yourself and your children as to the tricks that perpetrators use to lure and / or groom children. Stranger Danger child-prevention education is outdated and does not address the reality that most children have an established relationship with the abuser or abductor. The National Center For Missing and Exploited Children stresses the importance of educating children using clear, calm, reasonable messages about situations and actions to look out for instead of confusing profiles or images of strangers. The Yello Dyno program educates children about tricky people who establish relationships with children or their families for the primary purpose of abusing them.

Incarcerated pedophiles tell us to be suspicious if someone seems more interested in your children than you. One convicted offender said, "parents are so naive. They're worried about strangers and should be worried about their brother-in-law. They just don't realize how devious we can be." Another offender told parents that they should, "Know that we will use any way we can to get to children."

Always monitor your children while they are on the internet and stress the importance of never giving out their name and address.

1. Why should my home have smoke alarms?: In the event of a fire, a smoke alarm can save your life and those of your loved ones. They are a very important means of preventing house and apartment fire fatalities by providing an early warning signal -- so you and your family can escape. Smoke alarms are one of the best safety devices you can buy and install to protect yourself, your family, and your home.

2. What types of smoke alarms are available?: There are many different brands of smoke alarms available on the market, but they fall under two basic types: ionization and photoelectric.

Ionization alarms sound more quickly when a flaming, fast moving fire occurs. Photoelectric alarms are quicker at sensing smoldering, smoky fires. There are also combination smoke alarms that combine ionization and photoelectric into one unit, called dual sensor smoke alarms.

Because both ionization and photoelectric smoke alarms are better at detecting distinctly different yet potentially fatal fires, and because homeowners cannot predict what type of fire might start in a home, the U.S.Fire Administration recommends the installation of both ionization and photoelectric or dual sensor smoke alarms.

In addition to the basic types of alarms, there are alarms made to meet the needs of people with hearing disabilities. These alarms may use strobe lights that flash and/or vibrate to assist in alerting those who are unable to hear standard smoke alarms when they sound.

3. Where should I put smoke alarms?: Install smoke alarms on every level of your home, including the basement. Many fatal fires begin late at night or in the early morning. For extra safety, install smoke alarms both inside and outside sleeping areas. Since smoke and many deadly gases rise, installing your smoke alarms at the proper level will provide you with the earliest warning possible. Always follow the manufacturer's installation instructions.

4. Where would I get smoke alarms?: The Edmond Fire Department provides smoke alarms to citizens within the City of Edmond. You can make arrangement through the Edmond Fire Department to have an alarm delivered and installed free of charge. Call (405) 216-7303 for more details.

This services is made possible through a joint venture with area merchants.

5. Are smoke alarms hard to install?: If your smoke alarms are hard wired, which means they are wired into the electrical system, you will need to have a qualified electrician do the initial installation or install replacements. For battery-powered smoke alarms, all you will need for installation is a screwdriver. Some brands are self-adhesive and will easily stick to the wall or ceiling where they are placed.

For all smoke alarm installations, be sure you follow the manufacturer's instructions, because there are differences between the various brands. If you are uncomfortable standing on a ladder, ask a relative or friend for help. If you have trouble installing your smoke alarm, call the Edmond Fire Department at (405) 216-7303 for assistance.

6. How do I keep my smoke alarm working?

If you have a smoke alarm with batteries:

Smoke Alarms powered by long-lasting batteries are designed to replace the entire unit according to manufacturer's instructions.

In standard type battery powered smoke alarms, the batteries need to be replaced at least once per year and the whole unit should be replaced every 8-10 years.

In hard-wired, battery back up smoke alarms, the batteries need to be checked monthly, and replaced at least once per year. The entire unit should be replaced every 8-10 years.

Helpful Tip

Pick a holiday or your birthday and replace the batteries each year on that day.

If your smoke alarm starts making a "chirping" noise, replace the batteries and reset it.

7. What if the alarm goes off when I'm cooking?: Then it's doing its job. Do not disable your smoke alarm if it alarms due to cooking or other non-fire causes. You may not remember to put the batteries back in the alarm after cooking. Instead clear the air by waving a towel near the alarm, leaving the batteries in place. The alarm may need to be moved to a new location. Some of the newer models have a "hush" button that silences nuisance alarms.

8. How long will my smoke alarm last?: Most alarms installed today have a life span of about 8 - 10 years. After this time, the entire unit should be replaced. It is a good idea to write the date of purchase with a marker on the inside of your alarm so you will know when to replace it. Some of the newer alarms already have the purchase date written inside. In any event, always follow the manufacturer's instructions for replacement.

9. Is there any extra information I should know about smoke alarms?: Some smoke alarms are considered to be hard-wired. This means they are connected to the household electrical system and may or may not have battery backup. It's important to test every smoke alarm monthly and replace the batteries with new ones at least once a year.

As a resident, what do I get for my $12.45 per month?: You get a 105-gallon refuse (trash) cart, an 18-gallon recycling collection bin, same-day weekly collection for trash and recycling, free moving-box collection for new residents, free adopt-a-street pick-up of litter in city-coded bags donated by Solid Waste Services, free mulch and chip pick-up at a city park, household hazardous waste (HHW) collection once per year, and annual Operation Clean Streets - cosponsored by Edmond Beautiful - including a drop-off of tires.

2. How do I schedule a bulk collection and how is the charge for that service determined?: Monthly large item / bulky collections are available on an on-call basis for all residential and commercial customers. You don't have to store unwanted items. You can request this monthly service on an as-needed basis by calling the Utility Customer Service Center at (405) 359-4541.

Charges are $10 per cubic yard for the first 2 cubic yards and $5 for each additional cubic yard. Note: dimensions for a cubic yard are 36 inches in length, 36 inches in width, and 36 inches in height.

For larger piles of debris such as tree limbs, one can determine the number of cubic yards by measuring the pile of debris (in inches) and multiplying the length by the width by the height, and then dividing that total of those three measurements by 27 to get cubic yards.

3. Why must we use the city's trash service?: State of Oklahoma laws require municipalities to provide weekly garbage and trash collection and disposal service for the safety and welfare of the general public. Municipalities may permit, contract, or provide the services themselves. Edmond residents and businesses must use the trash service provided by the city, unless their location is beyond the city's service area. If the city does not provide service, the resident or business can contract the service directly with private providers.

Edmond elected to provide trash collection and disposal services for the mutual benefit of all residents. Our goal is to provide the best possible service for the lowest possible cost using "economies of scale." In other words, all customers benefit collectively from lower pricing than each could obtain individually.

1. Does Stormwater Quality come to schools?: Yes, we have two Water Quality Specialists who are available to present a stormwater quality lesson to groups of all ages. Our focus for the lesson is on the importance of safeguarding our ponds, streams, and lakes for generations to come. Our interactive water pollution model, Enviroscape, demonstrates how everyday actions like fertilizing, lack of automobile maintenance, soil erosion and illegal dumping can harm our waterways. Offering a hands-on approach, the model also shows the effects of pollution in waterways by allowing students to pollute with harmless, simulated chemicals and make it rain with spray bottles. The lesson's length is typically 30 – 45 minutes depending on the level of participation. We also have several educational giveaways for participants. 2. What is stormwater?: Stormwater is all of the water discharged during any given rain event that will eventually reach a storm drain or storm sewer system.

3. What's the big deal? It's just rain, right?: Stormwater runoff can carry pollutants, both chemical and organic, into local streams and lakes. Since the stormwater sewer system is tied to these water bodies the pollutants that runoff can contain will eventually get into the stream ecosystems and do harm.

4. Is stormwater runoff treated at the wastewater treatment plant before being discharged to waterbodies?: No, this is a common misconception. The City of Edmond operates a wastewater collection system comprised of "separate" sewers. Separate systems are comprised of two independent piping systems: one system for "sanitary" sewage (i.e., sewage from homes and businesses) and one system for stormwater. Stormwater, unlike sanitary sewage, is not piped to the wastewater treatment plant. Instead, stormwater enters the stormwater pipe system carrying pollutants such as sediment, pet waste, pesticides, fertilizers, automobile fluids (such as gasoline, oil, and antifreeze), deicing products, yard wastes, and litter. These contaminants are then discharged untreated into our streams.

1. If I participate, who is covered?: All permanent residents of your household are covered, regardless of their age or whether they are a blood relative of the utility account holder. The person just has to reside in your household. Someone simply in town visiting is not covered. A good test is to see whether the person receives bills and mail at your address. Please make sure all permanent residents in your home over the age of 18 are listed on your utility account. You can do so by calling Utility Customer Service at (405) 359-4541.

2. I have insurance and/or Medicare. Why should I participate? Isn't it like I'm paying for the same thing twice?: If insurance / Medicare always paid 100% of ambulance claims, you'd be correct. But the reality is this: insurance and Medicare deny about 30% of all ambulance claims. If this happened to you and you weren't participating, then you would be personally responsible for paying EMSA's full-billed charge of $1,100 plus $9 per mile. Even when insurance / Medicare approve claims, many people still have a financial burden: a $50 to $250 deductible, a 20% copayment (like with Medicare), or the difference between the billed charge and how much insurance will cover. If you participate in the program, you have no out-of-pocket costs for EMSA emergency ambulance transports. Whatever insurance / Medicare pays is counted as payment in full.

3. I have Medicaid. Why should I participate?: Medicaid patients have no out-of-pocket costs for emergency ambulance service when Medicaid approves the claim. However, when Medicaid denies claims, the patient becomes personally responsible for paying EMSA's full billed charge. By participating in this program, you'd have no out-of-pocket costs for EMSA emergency transports, even when Medicaid denies the claim.

4. What constitutes an emergency transport?: An emergency transport occurs any time EMSA transports you to a hospital emergency room for urgent, unscheduled treatment of an unforeseen medical condition.

5. What constitutes a non-emergency transport?: A non-emergency transport is a medical transfer that does not have a hospital emergency room as the final destination. For example, EMSA often transports individuals to nursing homes just after hospital discharge.

6. Do participating customers receive benefits for non-emergency transports, too?: EMSA non-emergency transports are fully covered if your insurance or other third-party coverage provides benefits for the service. That is, EMSA will accept as payment-in-full whatever your insurer pays on the transport and you won't be subject to out-of-pocket costs. If you don't have insurance or your insurance won't pay for the non-emergency transport, you'll be charged a reduced fee, which is 40% off EMSA's standard non-emergency rate. A completed physician certification statement must be provided for a non-emergency transport to be covered. As an example, if you take an EMSA ambulance to the doctor's office for a flu shot it will not be covered by TotalCare.

7. Are there any excluded services?: Yes. The TotalCare program does not provide benefits for non-emergency transports without a physician certification statement. Also, repetitive transports for services such as dialysis, radiation therapy, and chemotherapy are not included. TotalCare does not cover non-emergency transports to and from doctors' offices, dentists' offices, physical therapy centers, and other facilities. Transports outside of EMSA's service area are also not included. It's a good idea to call EMSA at (405) 396-2888 to discuss eligibility before requesting non-emergency service.

8. If I opt out but later change my mind, can I resume participation?: You can only change your election during the annual October election period.

9. If I opt out next October will I have to opt out every October?: No. Once you have made your choice to stay in the program or opt out, that decision will carry forward each year unless you contact the Utilities Department in October to change your status.

10. I pay the EMS fee at my home, but my husband lives in a nursing home. Does he need a separate membership?: No. A participating utilities customer does not need to purchase a separate membership for a spouse in a nursing home.

11. I pay for utilities at my two rent homes, in addition to my residence. Are my renters covered if I only pay the EMS fee on my home?: No. EMSA does not afford benefits to utility account holders, but rather to individuals living at participating addresses. Verification is made based by comparing the home address of the patient to a database of participating addresses.

12. I live at an apartment complex. How do I opt out?: Only the utilities account holder has the ability to opt out of the program. In some apartment complexes, water, trash pickup, and other municipal utilities are paid by the property owner, meaning the property owner is the customer, not the individual tenant, and thus the property owner makes the decision on the EMS utility assessment on behalf of all his tenants.

13. I have an active EMSA TotalCare membership. What does this mean for me?: Full refunds will be provided to all participating utility customers who purchased TotalCare 2009-2010 memberships from EMSA. Refunds will be mailed beginning in November. If you have specific questions about your EMSA membership, call the TotalCare hotline at (405) 396-2888.

14. Will EMSA still have TotalCare?: Yes, for people living in nursing homes and in apartment complexes that opt not to participate, and for those living outside of city limits.

15. I own/operate a nursing home/assisted living facility. What does this mean for us?: Nursing homes and assisted living facilities are classified as commercial customers. This service is available only to residential utility customers. But, residents of your facility can purchase an individual membership by contacting EMSA directly. There are no group or facility-wide memberships for commercial customers.

16. I work in Midwest City (or other community EMSA does not serve), but EMSA doesn't respond out there. What happens if I need an ambulance then?: EMSA is Oklahoma's largest ambulance service, providing care in 16 communities (Oklahoma City, Edmond, Bethany, Mustang, Nichols Hills, Piedmont, The Village, Yukon, Warr Acres, Lake Aluma, Arcadia, and Valley Brook, plus Tulsa, Bixby, Sand Springs, and Jenks). Your program benefits will apply to transports within EMSA's service area. If you need an ambulance while at work — or if you're on vacation in another state — a different ambulance provider will respond and you may be responsible for paying out-of-pocket charges.

17. What about people who don't have insurance?: If they participate, they have no out-of-pocket costs for EMSA emergency service. The amount they've paid through their utilities bill is considered payment in full.

18. What if I need an ambulance while on business in Tulsa?: EMSA will respond, and your transport to a Tulsa hospital emergency room would be covered. However, an ambulance transport back to Oklahoma City from Tulsa would not be covered, as it would result in the ambulance leaving the service area during the transport.

19. I live outside of Edmond but receive an Edmond utility bill. What does this mean for me?: Only City of Edmond utility customers that reside within the Edmond city limits are eligible to participate in Edmond's program. Some other cities served by EMSA have, or are creating, similar programs.

20. Why is Edmond making this change?: There are several benefits to the new TotalCare ambulance program. Edmond residents will pay less for the program. In addition, funding ambulance service through a special fee frees up General Fund tax dollars for vital city services, such as street maintenance, maintenance of our parks, many public safety programs and other community needs.

2. Why are so many pine trees dying?: If a pine tree is of a non-native species and died rapidly during the summer and fall months, there is a good chance that it fell victim to a disease known as pine wilt. Pine wilt affects species of pine that are exotic, such as Austrian pine or the Japanese pines. Read the Pine Wilt bulletin to find out more about this disease.

3. If there is an issue with a tree at my home, can someone from the Urban Forestry Department help me decide what to do?: The Urban Forestry Department does provide citizen consultations as a service of the department. Whether you are unsure of the condition of a tree, can’t decide if a tree needs removal, need help deciding what kind of tree to plant in your yard, or have any other question or concern related to trees, Urban Forestry staff can come out and offer advice. 4. What is the best way to ensure that newly planted trees will survive?

After planting, a tree undergoes what is known as “transplant shock”. This basically means that:

The tree’s root system has been disturbed
It has been moved from its previous location and is getting used to new surroundings
It is trying to access valuable resources such as water and minerals
The tree is doing these things all while trying to put out new roots and compensate for the amount of moisture that it is losing through its leaves

5. Will the City take care of trees on private property?

The Urban Forestry Department has an assistance program for addressing hazardous tree issues on street trees, or trees growing within the public right-of-way. Any trees growing outside of the public right-of-way are not eligible for tree work administered by the city. The Urban Forestry Department recommends hiring only trained tree care professionals for private tree issues. When choosing a tree care professional the following should be considered:

Membership in professional organization such as the International Society of Arboriculture (ISA), the Tree Care Industry Association (TCIA), or the Society of Consulting Arborists (ASCA), and the Oklahoma Arborists Association.

6. How do I know if I am eligible for the Foster-A-Tree program?

7. What do I do if I have a water leak?

If the leak is occurring between the water meter and your home check the leak indicator to see if it is spinning after you have turned off the faucets in your home. If the leak indicator is spinning this means you have water flowing somewhere in the home and will need to make the necessary repairs. Once the repairs have been completed submit a copy of the receipt to Utility Customer Service for a possible water adjustment to your account.
If the leak is occurring between the water meter and the street please call Public Works at (405) 216-7770. If the water leak is in the City’s connections, the City will repair the leak at no cost to you.

8. Can I average my monthly bill?: Yes, we do have a program that will allow you to pay the same amount each month. This plan averages your monthly payments and levels out the higher bills that occur during the months of high electricity and water use. 9. How do I enroll in automatic bill pay?: You can either come by our office to complete the form or print off the application and bring the completed form along with a voided check to the Utility Customer Service offices located at 100 E. First Street.

10. How is my meter read each month?: Utility Customer Service Meter Readers physically read your meter(s) on a schedule date each month. Does the City purchase water from Oklahoma City?: Yes, the City of Edmond may purchase water from Oklahoma City to supplement the water supply during periods of high demand, typically during spring and summer months. If water is to be purchased from Oklahoma City, the City will send out a notice, due to some home dialysis machines needing adjustments due to the different disinfection system used by Oklahoma City.

14. What are the hours I can access the drive thru to pay my bill?: The Utility Customer Service drive thru is open Monday - Friday from 7 a.m. to 6 p.m. and Saturday from 9 a.m. to 12 p.m.

16. How do I purchase wind power?: Wind power is one of the most environmentally friendly forms of energy available. What is the Transfer Center and where is it?: The Transfer Center is a privately owned facility where solid waste is transferred from the regular collection trucks and combined into large semi-trailer trucks which helps to reduce the cost of transportation to landfills for disposal. You can also use the Transfer Center to drop off your large or bulky items for a fee. The Transfer Center is located at 5300 Recycle Trail, off Air Depot just north of Covell Road. Who do I call to get another trash cart or recycle bin?: You can always use City-Coded trash bags for the occasional extra trash load but if you find your trash cart is overflowing each week it might be less expensive to request an additional trash cart(s) for $3.80 each month per cart. 24. Where do I get a permit to hold a garage sale?: If you are an Edmond Utility customer and live within the corporate city limits, no permit is required for a garage sale in Edmond, however, you should charge state and local sales tax on all sales. 1. Does Edmond have hard water?: We do have hard water. This is not a health issue but can cause some problems with lime stains (white on tile grout) and appliances that use water. It is not economically feasible for the City to soften the water we supply as the resulting costs could not be justified. We recommend customers consider a home water softening unit if they are experiencing recurring issues with hard water. Hardness can vary from location to location in the City as we use water from several sources including wells, surface water (Arcadia Lake) and purchased water from Oklahoma City.

2. Why does my water appear “cloudy” or “milky”?: Water distribution lines have some air in them as well as water. At times the amount of air in the water lines can cause the water to appear cloudy. This is a temporary condition and has no health effects at all. We always appreciate reports from citizens about this. This helps us identify any potential problems and make corrections as necessary.

3. Where does Edmond’s water come from?: We have two primary and one secondary source for water. The two primary sources are: Surface water from Arcadia Lake that is treated through a very sophisticated water production facility on the east side of the lake. We also have 56 water wells that we use to obtain water from the Garber-Wellington aquifer. This is a vast store of water located underground and has been in used by Edmond since the beginning of our water supply development. The secondary source is purchased water from the City of Oklahoma City. We have a long term contract in place with Oklahoma City that allows Edmond to purchase up to 15 million gallons per day. We use the Oklahoma City water to ensure that we have adequate supplies for our citizens use and fire safety during periods of very high demands such as summer months.
