Two Edmond Officials Named to Policy Maker’s Council
Lamb, Miller to Serve Three Year Terms Promoting Federal Legislation for Public Power
Edmond City Council Members Charles Lamb and David Miller were named to three-year terms on the American Public Power Association’s Policy Makers Council by APPA’s Board of Directors. APPA is the Washington, D.C.-based national service organization representing more than 2,000 not-for-profit, community-owned electric utilities that serve approximately 45 million customers.
The Policy Makers Council assists APPA in promoting federal legislation that is important to public power systems like Edmond Electric and opposing harmful legislation. It also provides advice on other issues of importance to APPA.
“With all of the issues influencing the electric utility industry and especially public power, I look forward to bringing the Oklahoma point of view to the development of national policy for APPA and municipal electric systems in general,” said Charles Lamb. Lamb was appointed as the Board Chair for the Oklahoma Municipal Power Authority.
Lamb, who served previously on the Council from 1996 to 1999, is also Edmond’s Mayor Pro Tem and Ward 3 City Council Member.
Ward 4 City Council Member David Miller was appointed to the Policy Maker’s Council as a city council member for the City of Edmond. As an elected official, Miller represents the interests of Edmond’s 34,000 electric utility customers.
“As a member of this Council, I will be able to promote legislation that supports public power and our goals of providing reasonable, reliable electric service for the residents of Edmond,” Miller said of the appointment.
The Council is made up of 40 members who serve on either utility boards or are elected officials in public power communities. Four members are appointed to the Council from each of the 10 geographic regions recognized by APPA. In addition, there are a number of “At-Large” members of the Council from across the country who are appointed based on vacancies in the 10 regions.
Members of the Council meet a minimum of twice a year, and participate in meetings with elected representatives and congressional staff for the purposes of supporting APPA’s national legislative agenda. The first meeting of the Council is a Legislative Rally in Washington D.C. February 25-27, 2008.
Lamb served as a member of the Oklahoma Municipal Power Authority’s board since 1993 and became Chairman in 2001. In 2003, he was recognized by the Municipal Electric Systems of Oklahoma as the recipient of the Ray Duffy Personal Service Award for outstanding public service.
Lamb served his first term on the city council from 1993 to 1997. In 2001 he was elected to his second term and is currently serving his third term of office through 2009. He has been the Mayor Pro Tem of Edmond since 2003. He serves on several city committees, and is active in numerous civic and professional organizations.
Miller was elected to his first term of office in 2001 and is currently serving a second term through 2009. Miller has been a member of the delegation representing Edmond in Washington DC for six years. The delegation meets annually with congressional representatives regarding issues relevant to Edmond, including public power.
He serves on the Board of Directors for the Edmond Economic Development Authority, the Edmond Senior Trust Foundation and is Chair of the Public Transportation Committee and is an active member of several local civic and professional organizations.
